Scott Flukinger is a Texas-based lawyer with nearly 20 years of experience advising business, governmental, trade association and other non-profit clients on corporate, legal, legislative, fundraising, advocacy and strategic matters in a variety of infrastructure-intensive industries, including transportation, water and wastewater, chemicals and refining, oil and gas, power, and renewable energy. He has special expertise supporting intergovernmental and international initiatives in the United States, Mexico and Canada, to promote, fund and implement major regional and cross-border infrastructure projects.

Prior to launching his own firm, Scott helped build Canada-U.S. government relations practices at major law firms in Washington, D.C., in association with a former U.S. Ambassador to Canada (Clinton Administration) and a former chief legislative advisor to President George H.W. Bush. From 1997 to 2002, Scott served as a Trade Commissioner for the Canadian Department of Foreign Affairs and International Trade, at the Canadian Consulate General, in Dallas, Texas. Scott began his career in Texas at one of the state’s top transportation lobbying firms. Prior to law school, Scott taught English at the Université de Haute Bretagne, Rennes, France.

Scott is a member of the State Bar of Texas and the District of Columbia Bar. He is a graduate of Rice University in Houston, Texas, and the University of Texas School of Law in Austin.
