Joe Evans currently serves as the President of Evans Transportation Safety Consulitng, or ETSC, LLC. ETSC offers a combination of field management and investigative expertise in US Department of Transportation (DOT) regulations, specifically the Federal Motor Carrier Safety Regulations (FMCSR) and Hazardous Materials Regulations (HMR) to trucking operations. Our services include: review of Federal Motor Carrier Safety Administration (FMCSA) safety profile and CSA scores, evaluating a motor carrier’s, cargo tank facility or shipper’s compliance with the DOT safety regulations, assisting trucking operations in all transportation safety compliance areas, such as HMR review, cargo tank facility review, HM vulnerability assessment, motor carrier safety review, and preparation for new entrant audits. Evans also frequently provides expert testimony on DOT safety matters.

Previously, Evans provided authoritative technical advice, assistance and leadership to FMCSA ESC HM Team, Division Offices, Service Center personnel, Headquarters personnel, state, local officials, and high level industry officials regarding the hazardous materials program including interpretations of extremely complex data, policy, legislation and regulations, procedures, requirements, technological advancements and/or approaches.

Evans assisted in the most complex situations, which have been resistant to resolution through normal processes. Evans took a lead role in developing national HM policy in specific areas, in evaluating new techniques, and in developing approaches for agency wide use. He participated with and provided technical expertise to headquarters’ officials. He participated, as a technical authority, with headquarters officials to plan and implement national efforts for extremely complex and/or broad-based new initiatives and technological advances/technology transfer, proactively promoting advanced/best practices. Evans provided coordination, liaison, negotiation, and consultation for the hazardous materials program to officials within a broad range of governmental and non-governmental entities at the local, state, regional, and national levels. Evans led inter-agency and/or multi-entity teams at the regional/multi-regional level, which address significant regional issues. He led special activities/efforts within the hazardous materials program with external transportation organizations.

On December 31, 2011, he retired from US DOT/FMCSA after 31 years of federal service and 11 years in the railroad industry.
