Ronald Ashby is a senior consultant and former government director with more than 30 years of investigative, leadership, and consulting experience within the motor carrier, securities, and hazardous materials transportation industries.

Ashby started with the Federal Highway Administration (FHWA) in 1974 and worked with the organization until 2000 when the Federal Motor Carrier Safety Administration (FMCSA) was established. During his tenure with FHWA, Ashby worked as a safety investigator in Baltimore and Los Angeles and served as the regional director of the Office of Motor Carriers for the mid-Atlantic states. During this time, he was also the director of Enforcement and Field Services for FMSCA’s eastern service center in Glen Burnie, Maryland. While still with FHWA, Ashby served as the liaison to the Canadian Council of Motor Transport Administrators and played an integral role in working towards a uniform set of rules and regulations regarding U.S. and Canadian motor carriers and the transportation of hazardous materials. He ended his time with these agencies as the officer-in-charge of the Louisiana Office of Motor Carriers.

During the 1980s, Ashby was a key asset in the development of the Motor Carrier Safety Assistance Program (MCSAP). Ashby served as the primary author of the reports dealing with all internal and external handlings of MCSAP. He also chaired the task force that performed the first and only national review of the program. As the Federal Division Chief with MCSAP, Ashby developed several policies and procedures relating to the compliance, enforcement, accident prevention and education processes utilized by the federal field staff and state partners. Ashby also served as the Division Chief for the organization’s Insurance Division. In this position, Ashby helped merge the economic programs inherited by the FHWA into the Office of Motor Carriers. Following the completion of this project, Ashby was named chief of the Insurance Division within the Licensing and Insurance Group.

After spending 32 years with the FHWA, Ashby’s final project with the FMCSA was working as the Eastern Service Center Director and overseeing all compliance and enforcement programs for the Northeastern U.S., eastern Canada, Puerto Rico, and the Virgin Islands. Ashby’s office was also responsible for ensuring the uniformity and consistency of all audit reports and investigative work done through the service center area.

Prior to opening his own consulting firm in 2006, Ashby received several awards and recognitions for his work with FMSCA, FHWA, and MCSAP. In 2004, Ashby was selected by FMSCA’s top management to perform a total review of the agency’s enforcement processes and procedures used to identify problems and potential efficiencies. He also worked with several task forces on behalf of FMSCA and continued to lead several internal reviews until leaving the agency in 2006.

Ashby graduated from Western Kentucky University in 1973 with Bachelor of Arts degrees in history and political science. He is also a member of the American Trucking Association, the Maryland and Louisiana Motor Truck Associations, the National Tank Truck Carriers Association, and the Reusable Industrial Packaging Association.
