FMCSA issues new rates to determine permit eligibility

The Federal Motor Carrier Safety Administration (FMCSA) announced a new set of fixed out-of-service rates for determining eligibility for a permit under the Hazardous Materials Safety Permit Program (HMSP). The new rates, effective immediately, will be used to establish a trucking company’s eligibility for an HMSP.

The new standards are:

-Motor Carrier Crash Rate: 0.136 (replacing 0.114)
-Driver OOS Percentage Rate Threshold is 9.68% (replacing 7.14%)
-Vehicle OOS Percentage Rate Threshold is 33.33% (did not change)
-Hazardous Materials OOS Percentage Rate Threshold is 6.84% (replacing 3.45%)

Current HMSP holders do not need to renew their permits until their scheduled month for renewal. Those carriers that have been denied a permit due to crash rates are encouraged to submit an updated application as soon as possible to determine eligibility.
